What is CRU JSFP?

The Central Register of Contracts of Public Finance Sector Entities is a compilation of selected information on contracts concluded by entities forming the public finance sector. The register is maintained in a system made available free of charge by the Ministry of Finance. The primary purpose of CRU JSFP is to uphold the principle of transparency in the management of public funds as referred to in Article 34 of the Act of 27 August 2009 on Public Finance.

Which contracts must be registered in CRU JSFP?

  • meet the definition of a public procurement order (Public Procurement Law, as defined in Article 7(32) of the Act of 11 September 2019),
  • are concluded in written, electronic, documentary or other special form — as defined by the Civil Code,
  • will burden the financial plan/budget of the given entity.

Contract forms subject to the reporting obligation:

  • Written form (document with handwritten signatures of both parties)
  • Electronic form (electronic document with a qualified electronic signature)
  • Documentary form (document scan, e-mail, text file enabling identification of the parties)
  • Special form (e.g. notarial deed)

What data must be registered?

The scope of data to be reported in CRU JSFP includes:

  • Contract number assigned by the entity
  • Contracting parties (name of the JSFP entity, name and details of the contractor)
  • Subject of the contract (description)
  • Contract value
  • Contract duration (date of conclusion, performance deadline)
  • Funding source (state budget, EU funds, other)
  • Information on the connection with a public procurement order
  • Data on annexes and contract amendments

Central contract repository

The ChiliONE platform’s contract register serves as the single, central hub for all contracts in the organisation. Contracts concluded by the entity are recorded in the platform with the full set of data required by CRU JSFP. Contracts can be entered manually, imported from files (e.g. Excel) or synchronised with other internal systems (e.g. ERP, CRM).

Automatic integration with CRU JSFP

For Public Finance Sector Entities, contracts are automatically submitted to CRU via a secure API. The integration runs on a set schedule or on demand, eliminating the risk of missed contracts and ensuring timely reporting (within 30 days of contract conclusion). Frequently asked questions

Mandatory reporting applies to contracts that cumulatively meet all of the following conditions:

  • the definition of a public procurement order under Article 7(32) of the Act of 11 September 2019 — Public Procurement Law (Journal of Laws 2024, item 1320, as amended).
  • the contract is concluded in written, electronic, documentary or other special form — as defined by the Civil Code.

Neither condition implies a contract value threshold. Additionally, reporting excludes, among others, employment contracts, service contracts with employees, and grant agreements (the latter are reported separately pursuant to Article 34(1)(8) of the Public Finance Act).

The automated data exchange mechanisms cover both new contracts and updates to existing ones.

The frequency of data submission to CRU is configurable. By default, the system submits data on new contracts and annexes on a weekly basis (once a week during overnight hours), ensuring timely reporting with minimal system load. Regardless of the schedule, the system guarantees reporting within the statutory deadline of 30 days from contract conclusion.

Yes. In addition to automatic synchronisation, authorised users can manually initiate the submission of specific contracts to CRU JSFP. The system checks for duplicates, so the same contract will not be reported twice.

The system includes retry mechanisms — if a data submission attempt to CRU JSFP fails (e.g. due to temporary unavailability of the CRU JSFP system), the operation is automatically retried on the next connection attempt. The system logs all synchronisation attempts and Administrators receive alerts about synchronisation issues with an error description, enabling a rapid response.
